CMS137/NQF 0004 Exclusion - Please clarify the intent as there appears to be a discrepancy between the top and bottom portions of the eSpec for the Exclusion logic concerning the date range of the first diagnosis.

      According to the Quality Data Model, the duration in days between two dates will be generally given by subtracting the start calendar date to the end calendar date, regardless of the time of day between the two dates.

       
      Start date:1/1/18
      End date: 11/16/18
      Duration in days: 319
      Since the logic states less than 319, the last day for the intake period should be 11/15/18.

    • I am unable to complete configuration of the 2018 CMS 137/NQF 0004 measure until this question is answered.

      For CMS 137/NQF 0004 Exclusion logic, the eSpec states the following: "Diagnosis: Alcohol and Drug Dependence" <= 60 day(s) starts before start of $FirstAlcoholDrugDependenceDx and the $FirstAlcoholDrugDependenceDx is described

      ""Diagnosis: Alcohol and Drug Dependence"" satisfies all:"
      < 319 day(s) starts after start of "Measurement Period".

      My calculation of >= MP Start Date 319 Days gives me 1/2/18 - 11/16/18.
      However, when I read the Definition in the top portion of the eSpec it states this:
      The Intake Period: January 1-November 15 of the measurement year. The Intake Period is used to capture new episodes of Alcohol or Drug Dependence. The November 15 cut-off date ensures that all services can occur before the measurement period ends.
      Please clarify if the Definition is correct and that we should configure with dates between 1/1 - 11/15 or if the bottom part of the eSpec is correct stating <319 days starts after the start of the MP. Which logic should we use? Thank you!
