Question the appropriateness of the term "episode-of-care" to distinguish from measures that are patient based. An episode of care often connotes care over a period of time for a specific condition, for example pregnancy over 9 months. The unit of analysis for the EP measures may be better defined as visit-, encounter-, or procedure-based as opposed to episode-of-care. We would recommend making this distinction in the guidance document, if not in this version, then in a future revision.
