Expand Value Set for Ethnicity

The current race and ethnicity values sets used in the Supplemental Data Elements are owned by the CDC, follow specifications based on federal OMB guidelines and are harmonized for use across standards organizations. Any updates to these value sets will likely occur in accordance with evolving standards or guidelines. At this time, we recommend using the method currently outlined in the Clinical Quality Measure Logic and Implementation Guide, using “null flavor” to account for “Declined’ or “Unknown” values.

    • Content of value set is limiting precision of data collection

      In the Electronic Clinical Quality Measure Logic and Implementation Guidance Version 1.13 dated May 5th, 2017, on page 26 states the specifications limit the reporting of ethnicity to the CDC value set “Ethnicity” 2.16.840.1.114222.4.11.837 which contains 2 codes, 2135-2 Hispanic or Latino and 2186-5 Not Hispanic or Latino.

      The IG goes on to say that the Meaningful Use 2 rule objectives state: Objective § 170.314 (a)(3) an EHR should be able to record that a patient declined to specify his/her race and ethnicity, but that the value set does not contain a code for “Patient Decline.” It also indicates that the nullFlavor feature should be used when Ethnicity is “Unknown” or “Asked but Unknown.”

      When can we expect the CDC Value Set in the VSAC to be updated to support the additional values? We would at least like to see a code for “Patient Decline” but perhaps could also include “Asked but Unknown” or “Unknown”
