The references to <id root="7f48fef9-ecaf-466b-8170-9852bb716e5b"/> are to "Occurrence A of Encounter, Performed: Inpatient Encounter". The interpretation of the XML in the question is incorrect. The human readable reflects the correct interpretation.

See tab "measure 30 logic" The XML contains a clause in the numerator that references a previous clause in the measure. It appears the measure wants to say that the numerator is true if a Statin medication is prescribed at discharge of an inpatient encounter. However, the measure references back to a previous clause that looks at an inpatient encounter for an expired patient.

So the XML definition of the numerator is actually saying that the numerator is true if the patient had a statin medication prescribed at discharge for an inpatient encounter of an expired patient.
