      Measure intent dictates the ability to use consolidated records for reporting, so a blanket response cannot be provided. Due to limitations within the expression logic used within the electronic specifications, we are unable to specify attribution at the provider level. Therefore, the guidance regarding the intended reporting provider must reside within the guidance field. This information is also contained within the measure description, though not quite as explicitly, which is why the measure steward has included additional guidance surrounding the measure intent.

      VCU Health has two hospitals with different TINs and multiple providers all contributing to the same patient electronic record - one patient, one record, multiple provider locations, two TINs. Can patient level data collected from all these locations be used to meet any providers eCQM measures regardless of location? For example, the EHR has decision support guidance that reminds providers when a patient needs a depression screen, falls screen, flu shot, smoking cessation counseling etc. Once that task is satisfied it will not trigger again until the best-practice allowed time frame has past - 12 months for depression screening of a mentally healthy adult for example. So, if TIN #1 performs the task and the patient is seen at TIN #2 within the best-practice allowed time frame, TIN #2 will not perform the task because it has already been satisfied for the best-practice allowed time frame . Can both TINs and all providers using the record get credit for screenings and documentation performed by others using the EHR within the measurement period?
