      Is the intent of the ED measures that for an encounter to qualify as Emergency Department visit for the initial population, the encounter should be "Emergency Department visit', and also the patient should be located in an 'Emergency Department' location? The 'Facility location departure datetime' is part of the ED Measures Observation (date time difference calculation). If a patient has an Emergency Department Visit, but it was not located in an ED 'facility location', should the visit still be considered for the ED measures? How can the calculation be performed if there is no way to know when the patient physically departed from the ED location.
