Requirement to process all possible exclusions

Please review the question and direct it to the appropriate individual. It seems to be a question about EHR certification but that was not an option in Jira for referral.

If this configuration is required for QDM model or other types of reports our clients participate in in the future, we may need to add functionality to our software.
I'm a business analyst with Allscripts and configure CQMs in our analytic software. We found an issue while doing QRDA1 testing in Cypress (manual) with the criteria requested for the Exclusion. (P.S. I was not sure what project to choose above because this question falls under QRDA, CQMs and QDM). Our EHR software does not support the one data element, and that is "Diagnosis: Unilateral Amputation Below or Above Knee, Unspecified Laterality (anatomical location site: Left)" as we do not have the functionality to add modifiers to a Diagnosis code. We can meet all the other data elements of the Exclusion criteria, however. But this is the scenario asked for for QRDA1 Cypress testing.
Our main question is do we need to configure this data element even if our software cannot currently support it because of QDM, QRDA, as well as other types of reporting. (We support all other scenarios.) If so, we may need to add this functionality into our source software. However, since we can support all other scenarios of the Exclusion, can we omit this one scenario from the configuration of this CQM? Thank you for any guidance you can provide.
