As noted in the description, Figure 15 in volume 1 of the QRDA I STU 4 IG shows a Device Order Not Done example. The negation is accomplished using the Device Order Act template as a wrapper. If further guidance is needed please create a new ticket.
This question is regarding 2017 annual update (2018 Performance/Reporting period). The solution posted in CQM-1963 regarding the use of 'nullFlavor' states 'CMS submission systems will accept null values the codes for value sets that are negated in the 2015 annual update, which corresponds to the 2016 Performance/Reporting period for all datatypes with the exception of "Device, Not Done"'. At that point, "Device, Not Done" was excepted of using that option, however, for the 2017 annual update (2018 Performance/Reporting period), could 'null' values be submitted for "Device, Not Done" (ex, in CMS-190 and CMS-108 measures)?.
The guidance specified in HL7 QRDA-I Release 4 (Figure 15 - pg 27) provided an example for 'Device Order Not Done' using 'nullFlavor'. Your guidance would be appreciated.
