This causes our eCQM reports to be wildly inaccurate because the vast majority of our providers use the brand name to prescribe, knowing that the pharmacy will substitute generics whenever possible unless they indicate to dispense as written.

For example, budesonide-formoterol 80-4.5 has the Rx Norm code 1246314, but the branded drug, Symbicort 80-4.5, has the Rx Norm code 1246315. Only 1246314 is in the eCQM value set.
