      Logic for CMS 165 - Controlling High Blood Pressure does not allow for exclusion of patients with a diagnosis indicating kidney transplant. Many patients who have had kidney transplants in the past will have this documented as a problem, but not necessarily as a procedure. The logic of the measure only accepts those documented as procedures, leading to improper counting of exclusions.
