      ​The intent of the measure is to ensure that children are given the required immunizations on or before their second birthday. The vaccines do not need to be administered on the actual date of their second birthday.

       
      Using the example calculation that you provided, if the child is given the required vaccines on any date between 2/5/2015 and 2/5/2017 (2/4/2017 during leap years), then the patient will be included in the numerator.

      Please confirm if the intent of the measure is to include patients at goal that received vaccines (or other numerator action) on the actual date of their second birthday. The text guidance says "...BY their second birthday" and the pseudocode indicates either <=730 days starts after start of "Birthdate: Patient Characteristic Birthdate" or <=730 days ends after start of "Birthdate: Patient Characteristic Birthdate". If a leap year is included, a patient born on 2/5/2015 +730 days = 2/4/2017. If a leap year is not included, 2/5/2015 + 730 days = 2/5/2017.
