Incorrect observation value calculated due to including the seconds in the calculation by organizations, which rely on XML format.
Calculation of Observation Value in eED Measures in HQMF XML format is missing the precision value, which should be minutes.
Even though the Guidance is provided in QDM Guide that the default for calculation is minutes, more and more implementers are relying on xml format and this kind of information already has a place in HQMF and should be provided in the xml format instead of relying on developers to read different guides and hard code such guidance.
