Section 5.13.1 of the Electronic Clinical Quality Measure Logic and Implementation Guidance document (https://ecqi.healthit.gov/system/files/ecqm-logic-and-guidance-v-1-12-04-06-2016.pdf) provides the appropriate guidance, copied below:

To report an individual patient with a single race category in QRDA category I (QRDA-I), place one of the 5 OMB race category codes (1002-5, 2028-9, 2054-5, 2076-8, and 2106-3) into raceCode. To report an individual patient with more than one race category, one race is reported in raceCode, and additional races should be placed into extension(s) using sdtc:raceCode. As in accordance with the standard, all the race codes placed here are equivalent in priority. For QRDA-I, Other Race 2131-1 should not be used as missing patient race information should be described using null values (described below).

For QRDA category 3 (QRDA-III) files, a patient with multiple races should be identified with raceCode category 2131-1 Other Race. This allows patients with multiple races to be expressed in an aggregate document without creating multiple entries for a single patient with multiple races. It should be noted that only QRDA-III files should use the raceCode 2131-1 Other Race to express a raceCode category.

    • Without correct mapping these cases will be rejected for "blanks" in the race field

We have a system that converts several Races into one term "multiple" into our Vendors system.

A patient may state they are "white" and "African American" OR "White", "Asian" and "other" - and many other such examples. We enter this into our admitting system which turns these Patient Answers into one answer - "Multiple" in our vendor system.

We need to know if we can map this one answer "multiple" to the CMS filter of "Other" so the file will not be rejected.
