Thank you for your comments. For the 2017 reporting year, the Mental Disorders value set previously included in the VTE measures was replaced with the Mental Health Diagnosis value set. The new Mental Health Diagnoses value set is the result of harmonization activities between measure stewards to develop a consistent definition of mental health conditions for use in both inpatient and ambulatory quality measures. 2016 Reporting Year: - Mental Disorders Grouping Value Set (2.16.840.1.113883.3.117.1.7.1.262) 2017 Reporting Year: - Mental Health Diagnoses Grouping Value Set (2.16.840.1.113883.3.464.1003.105.12.1004)   As a result of this harmonization activity, some codes previously included in the Mental Disorders value set are not included in the harmonized value set. Specifically, Chapter G, N, R, and Z codes as well as nicotine and substance dependence-related disorders are excluded from the Mental Health Diagnoses value set. We reviewed your listed code requests with the value set steward and received the following response: * F25.0 Schizoaffective Disorder, has been added to the value set during the 2017 maintenance cycle. *F06.30 is not included because the value set includes diagnoses that could be principal diagnoses, and coding guidelines for F06 codes state "code first the underlying physiological condition." We will however, consider the F06 codes in future versions of our value set. *F10.239 and F11.23 are for substance abuse, not mental health. They will not be added to the value set.
