      Our facility has 5 outcomes for each ear re: Newborn Hearing Screening - "Pass, Fail, Repeat, Refer, Other". The numerator definition of the eCQM seems to include only Pass or Refer to indicate that screening has been performed. Can you clarify that if a user selects "Fail or Repeat or Other", then we must fail this measure, or can I map that if this row contains data, then we can assume the newborn has been screened?
