      The Value Set that identifies patients for inclusion in the population includes SNOMEDCT codes that are associated with the pregnancy and birth, not the infant birth. This is causing maternal accounts to be included in the population for the measure.

      The measure population description states "Live birth encounters at a hospital or birthing facility where the newborn was discharged with hospital stays <= 120 days during the measurement period." We interpret this to mean the population should include newborn baby encounters only.

      Examples of Pregnancy/Delivery SNOMEDCT code included in the value set:
      SNOMEDCT 169833009 Triplets - one live and two stillborn (finding).
      SNOMEDCT 15467003 Term birth of identical twins, both living (finding)
      SNOMEDCT 10760901000119104 Sextuplets, some live born (finding)
