Thank you for your question. The date/time used to designate the "Encounter, Performed: Non-Elective Inpatient Encounter" end date/time is the Discharge Datetime. Discharge Datetime is defined as the date and time that the patient was discharged from an inpatient encounter. This definition can be found in the Quality Data Model, Version 4.2 document located here: https://ecqi.healthit.gov/system/files/qdm_4_2.pdf

We are seeking clarification around the date/time used to designate the “Encounter, Performed: Non-Elective Inpatient Encounter” end date/time. Is the encounter performed end date/time intended to be represented by the discharge date/time, and if yes does this represent the date/time the patient was physically discharged from the facility?

For example, both eSTK-6 and eSTK-8 have numerator logic that indicates “starts during Occurrence A of $EncounterInpatientNonElective”. In the context of “during”, what should be used to indicate the encounter end date/time, the date/time the patient is discharged from the facility or the date/time the discharge order was written? In other words, is the intent of the measure to assess documentation prior to the date/time the patient was discharged from the facility or the date/time the discharge order was written?
