This measure is looking for any diagnosis of a live birth in the hospital, principal or otherwise, using "Live Birth Newborn Born in Hospital Grouping Value Set (2.16.840.1.113762.1.4.1046.6).

My question pertains to the portion of IPP logic for CMS31 Hearing Screening Prior To Hospital Discharge shown here:

"Encounter, Performed: Encounter Inpatient (diagnosis: Live Birth Newborn Born in Hospital)"
In this case the Live Birth diagnosis that would qualify the patient for the IPP is a diagnosis attribute of Encounter, Performed Inpatient. However, it’s likely that we would see this type of diagnosis associated to the encounter as the principal diagnosis, rather than one of the other encounter-related diagnoses. If so, these encounters would never qualify for the IPP. To account for this in our implementation, should we conclude that every principal diagnosis attribute is also thought of as a ‘regular’ diagnosis attribute as well?
