We are looking for some clarification on EH CQM measure selection for attestation in the Modified Stage 2 2017 reporting year. The 2017 IPPS Final Rule states, "For attestation: If only participating in the EHR Incentive Program, report on all 16 available CQMs. "

However in other documentation surrounding the 2015-2017 Meaningful Use Modified Stage 2 reporting, such as the Attestation User Guide, attestation is described as selecting any 16 of the 29 measures using any specification version beginning with 2012.

Could someone please confirm the correct measure selection criteria for 2017 attestation under the Modified Stage 2? Will EHs be constrained to the 16 measures outlined in the 2017 IPPS Final Rule? Will they still be allowed to use any specification version for attestation? This information will be necessary in order for hospitals to have the appropriate amount of time to do the required build for any measures that may need to be added if they are limited to the specific 16 CQMs outlined in the 2017 IPPS Final Rule.
