Why is SNOMED 50697003 missing from Value Set OID 2.16.840.1.113883.3.666.5.1743 (General or Neuraxial Anesthesia) in Expansion Version MU2 Update 2015-05-01 but present in Expanstion Versions MU2 EH Update 2013-04-01 and MU2 Update 2016-04-01?

      ​Unfortunately ,we do not know why the code was omitted in the 01-01-2014 version as another organization was responsible for the value set at that time. The code was added in the most recent update as we discovered it during our annual review. We felt it was appropriate for meeting the intent of the value set. Thank you.​

      In our testing of the VTE-01 eCQM (CMS108/NQF0371), we had been attemtping to verify our collection of anesthesia start, anesthesia end, and anesthesia type. We had chosen an anesthesia type of 'General Anesthesia' mapped to SNOMED 50697003, but when the anesthesia procedure was not referenced in the data element Procedure, 'Performed: General or Neuraxial Anesthesia using General or Neuraxial Anesthesia Grouping Value Set,' we questioned our EHR which is MEDITECH C/S 5.67. Their explanation was that the General Anesthesia SNOMED of 50697003 was not contained within the 2015 Spec (MU2 Update 2015-05-01 expansion version) of the Value Set OID 2.16.840.1.113883.3.666.5.1743 - General or Neuraxial Anesthesia.

      After evaluting this Value Set OID on https://vsac.nlm.nih.gov/#, what we are finding curious is that the SNOMED 50697003 - General anesthesia (procedure) is contained within the Value Set OID in the available expansion versions as follows:
      MU2 EH Update 2013-04-01 - contains 50697003
      MU2 EH Update 2014-04-01 - 50697003 omitted
      MU2 Update 2015-05-01 - 50697003 omitted
      MU2 Update 2016-04-01 - it's back - contains 50697003

      Currently, we must use MU2 Update 2015-05-01 where it is omitted, but it is reinstated in MU2 Update 2016-04-01. We would like to know the rationale for this removal and subsequent reinstatement of SNOMED 50697003 in Value Set OID 2.16.840.1.113883.3.666.5.1743.
