Thank you for your question. Value sets representing the QDM category of Device define items from the Physical Objects hierarchy in SNOMED CT. This is true of the 3 Joint Commission Device value sets listed below, as well as Device value sets maintained by other measure stewards. - "Device, Applied: Graduated compression stockings (GCS)" using "Graduated compression stockings (GCS) SNOMEDCT Value Set (2.16.840.1.113883.3.117.1.7.1.256)" - "Device, Applied: Intermittent pneumatic compression devices (IPC)" using "Intermittent pneumatic compression devices (IPC) SNOMEDCT Value Set (2.16.840.1.113883.3.117.1.7.1.214)" - "Device, Applied: Venous foot pumps (VFP)" using "Venous foot pumps (VFP) SNOMEDCT Value Set (2.16.840.1.113883.3.117.1.7.1.230)" We are interested in knowing whether you are currently using the three SNOMED CT concepts you identified. Are you currently using SNOMED CT terms in the Procedure hierarchy to identify graduated compression stocking interventions, or other device-related interventions?

Request for clarification regarding the value set "Purpose: Clinical Focus" and the content of the value set. The purpose of the value set is stated as "The intent of this data element is to identify patients who have a graduated compression stocking device applied." The contents of the value set only define items from the Physical Objects hierarchy in SNOMED.

Based on the purpose, our organization would have expected the value set to define content from the "Procedure" hierarchy, which would define an order for the application of the device and not the device itself.

The only snomed CT concepts, that we are able to identify, that fit the purpose statement of the value set are:

Application of antithromboembolic stockings (procedure) [225420001]
      Graduated compression bandaging (procedure) [229509005]
Application of graduated compression garment (procedure) [229511001]

These snomed concepts are not included in the value set.

We are concerned that just because a supply chain device was identified as being associated with a patient does not necessitate that the device was actually applied to the patient.

      We request that:
      1. Joint commission review/revise the purpose statement of the value set as needed

      2. Include the snomed ct concepts that actually capture an order for application of the compression garment to the patient.
