      Thank you for your inquiry. We can confirm your understanding of the guidance regarding multiple referrals is accurate. In the event the patient has multiple referrals during the measurement period, the measure will only look at the first referral order to determine if a Consultation Note (from the provider to whom the patient was referred) for the first referral order has been received. Subsequent referral orders will not be counted in the measure.

      Guidance for this measure states that If there are multiple referrals for a patient during the measurement period, use the first referral.". Please confirm that this means regardless of how many referral orders a provider is creating, the calculation is to ONLY look at the 1st Referral Order and receipt of Consult note, loop closed for that 1st referral...no other referrals beyond the 1st would effect the numerator, bringing it back to 0/1 compliance.
