Need clarification on the logic for CMS2v5

      I am needing to get some clarification on CMS2v5. We have the following scenarios below and are not quite sure how the logic would handle these and would like some guidance.

      April Visit – Patient is screened for depression and found to be depressed. However follow-up is NOT done.
      August Visit – Patient is screened again but they are previously depressed (from April visit).
      Question: Should they be excluded from measure? They didn’t do what they were supposed to on April visit so it seems to go against the spirit of the measure to exclude them.

      August Visit – Patient is NOT screened again but they are previously depressed (from April visit).
