Implementation of 90-Day Deactivation Policy

Currently we use the times when a patient is transferred out of the ED to the Observation Unit for ED-1 and ED-2 Discharge Time. In the manually abstracted ED-1 and ED-2 specifications it states: "For patients who are placed into observation outside the services of the emergency department, abstract the date of departure from the emergency department." For eCQM, we were informed that the Emergency Department Visit value set used with discharge date/time, only includes one code: Emergency department patient visit (procedure) (4525004). Does this mean we cannot use the time transferred out of the ED to go to Observation as the discharge time?
