Why does the eCQM measures include diagnoses not in chart abstracted measures

Value set for Stroke population includes diagnoses not in the chart abstracted measure set. Same populations used for both chart abstracted and eCQM measures.
We have been running test QRDA files for 4 stroke measures. We have found that the value set for the population determination contains I65 codes that are not included in the chart abstracted measures. These codes do not necessarily reflect someone who has had a stroke but has a stenosis in the carotid artery. It will be hard to pass the stroke measures on these patients. I was just wondering why these patients were added to the value set but are not part of the chart abstracted population?
