      Thank you for your question. In CMS171v5/NQF0171, which is the version completed during the 2015 annual update, the (incision datetime) attribute was removed from all instances of "Procedure, Performed: General or Neuraxial Anesthesia". This was done because the procedure performed is anesthesia, not a surgical procedure itself and anesthesia will not have an attribute of "incision datetime". If it were to have an attribute, it would be "start datetime". This is implicitly implied for this datatype.

      There is no validation given for Procedure, Performed: General or Neuraxial Anesthesia (incision datetime) in the measure
