CMS 160 : Diagnosis out of reporting period are being considered for denominator

      The requirement for encounters in Sep – Dec 2014 would be specific for population 1 of this measure.
      If the diagnosis (Major Depression Including Remission) starts on Oct 2013 and has no end date, then it would overlap encounters occurring in Sep – Dec 2014.
      However, if this diagnosis (Dx) was to end at some point before the encounter started, that encounter would not meet the requirement since the Dx will not overlap the encounter.

      I am testing CMS 160 using cypress test with cypress 2.7.0 and reporting year 2014 (2015 measures).

      This test expects 4 patients in denominator for CMS160 in duration Sep-Dec. As per our calculations we are getting only 2 patients.

      After looking at data, I found out, that cypress expects Depression Diagnosis from previous year Oct 2013 (out of measurement period) to be considered as valid while specification states that "Depression Diagnosis" must overlap an encounter which occurs during measurement period (in this case Sep-Dec 2014)
