CPT code 99211 is for an office visit where 5 minutes is spent performing or supervising activities and does not require the presence of a physician. For many of the MU Stage 2 measures, we did not feel this was sufficient interaction with the patient to complete the required services.

NQF 0018 included encounter code 99211 whereas eCQM 165 does not include this code to include the patient in the denominator along with the one of the Hypertension dx codes. Medical assistants who see hypertension patients under this encounter code will no longer impact this measure. What is the logic for not including 99211?
