      The Payer Supplemental Data Element (CMS EP) template conforms to the Payer Supplemental Data Element template (2.16.840.1.113883.10.20.27.3.9), and the latter conforms to the Patient Characteristic Payer template (identifier: oid:2.16.840.1.113883.10.20.24.3.55).

      The Part B. QRDA-III of the CMS 2015 QRDA IG is based on the HL7 Implementation Guide for CDA Release 2: Quality Reporting Document Architecture, Category III, DSTU Release 1 (US Realm), Draft Standard for Trial Use—November 2012, and its 2014 errata update. As part of the 2014 errata update, the Patient Characteristic Payer template was updated to include the following constraints (QRDA_III_TemplateLibrary_2014_07_11.dox, page 36):
       1. SHALL contain exactly one [1..1] effectiveTime (CONF:26933).
       a. This effectiveTime SHALL contain exactly one [1..1] low (CONF:26934).
       b. This effectiveTime SHOULD contain zero or one [0..1] high (CONF:26935).

      The effectiveTime was added to Patient Characteristic Payer template due to an approved errata update to the HL7 QRDA-I standard. Because the QRDA-III standard reuses this template, the change was carried over to the QRDA-III standard. An errata (http://www.hl7.org/dstucomments/showdetail_comment.cfm?commentid=738) was reported against the QRDA-III standard for this, Payer Supplemental Data Element template will no longer conform to the Patient Characteristic Payer template in the next DSTU update to the QRDA-III standard (therefore, effectiveTime will no longer be required in the future). However, this change will not take effect until future, so for the 2015 reporting year, effectiveTime is still required as per the 2014 errata update to the HL7 QRDA-III standard.
