       Yes, for the ECQM ED-1 and ED-2 measures, ​​if a patient is transferred from any ED or Observation unit outside of our hospital, even if it is part of the system, the ED Visit is excluded. ED-1 and ED-2 are intended to measure ED Visits that occur at the same hospital as a subsequent Inpatient Visit.

      Note: the ED Visits that are excluded from the ED-1 and ED-2 measures will be measured by the ED-3 measure.

      We have a free-standing emergency department affiliated with our hospital system a few miles from our emergency department. In the current CMS specifications, if a patient is transferred from any ED or Observation unit outside of our hospital, even if it is part of the system, the patient is excluded from ED-1 and ED-2. Will this also be the case for the ECQM ED-1 and ED-2 measures?
