Thank you for your question. The description is correct. We do want to capture patients in the first 11 months of the measurement year. However, the reason we have "<=10 months" in the logic is based on how the QDM calculates this timing.

The QDM formula for calculating duration in months is as follows:
      Duration (months) = (year (date 2) – year (date 1))*12 + (month (date 2) – (month (date 1)).
We know that the measure intent is to capture everyone between 01-01-2015 and 11-30-2015.

Plugging our numbers in, we get:
      (2015 - 2015)*12 + (11 -1) = 10 months.

QUESTION: CMS137v3: SEE ATTACHED SCREEN SHOT

Under the Population Criteria Section: The initial patient population has been updated and changed to query for ‘FIRST: Occurrence A of Diagnosis, Active: Alcohol and Drug Dependence <= 10 month(s) starts after start of Measurement Period’. However, the measure description initial patient population still indicates ‘First 11 months of the measurement period’. The releases note also DO NOT indicate anywhere that the logic has changed from CMS137v2 requiring ‘FIRST: Occurrence A of Diagnosis, Active: Alcohol and Drug Dependence <= 11 month(s) starts after start of Measurement Period’ to CMS137v3 updating the condition to query for <= 10 month(s).

Please clarify if we the logic for CMS137v3 should query for FIRST: Occurrence A of Diagnosis, Active: Alcohol and Drug Dependence <= 10 months OR <= 11 months starts after start of Measurement Period?
