The "Transfer From" template is used more widely in the 2015 EH eCQM updates. CMS53v4, CMS60v4, and CMS172v5 all use the Transfer From template with a temporal operator of either starts before start of (SBS) or ends before start of (EBS).

Disparate hospital systems may use different ways of defining incoming transfers. In the event that timing for transfer acceptance in unavailable, using encounter start time to document Transfer From start time would be insufficient to satisfy the existing temporal operators. We would propose extending the temporal operators to "starts before or concurrent with start of" and "ends before or concurrent with start of" to provide for greater flexibility to hospitals in meeting these "Transfer From" statements.
