During the 2015 annual update it was clarified that the quality measure should be measuring the throughput of the Emergency Department. This is defined to be the duration of time between admission to and discharge from the Emergency Department. QDM does include attributes for Facility Location Arrival dateTime and Facility Location Departure dateTime, but these attributes are not used to determine the throughput of the Emergency Department. The timestamps used need to reflect the admission and discharge date and times for the Emergency Department visit

Needing clarification around CMS 55 where the previous description states “Median time from emergency department arrival to time of departure from the emergency room for patients admitted to the facility from the emergency department” and the latest update states “Median time from emergency department admission to time of discharge from the emergency room for patients admitted to the facility from the emergency department.” Clarification is needed regarding the terminology used and whether the capture of the data should continue to be of the ED Departure date and time (physically leaves) or if the capture of data should be updated to the ED discharge date and time. The logic criteria also differs in terminology such that “discharge” is used instead of “departure”.
