CMS suggests eligible hospitals participating in the Medicare & Medicaid EHR Incentive Programs not select CMS185/NQF0716: Healthy Term Newborn as one of their additional electronic clinical quality measures (eCQMs) for meaningful use. As per 2014 Logic Healthy Term Newborn- NQF 0716- for the Initial Patient Population cannot be run with first statement: "Occurrence A of encounter, Performed: Encounter Inpatient" starts during "procedure, Perfomed: Arterial or Umbilical Venous Catheter Group". The baby has to be born to have a catheter inserted, and this is basically saying they can become an inpatient during a post birth procedure.
