      Thank you for your question. This measure is no longer being maintained by the steward. CMS suggests eligible hospitals participating in the Medicare & Medicaid EHR Incentive Programs not select CMS185/NQF0716: Healthy Term Newborn as one of their additional electronic clinical quality measures (eCQMs) for meaningful use.
      The technical release notes for the 2015 Annual Update explain:
      CMS suggests eligible hospitals participating in the Medicare & Medicaid EHR Incentive Programs not select CMS185/NQF0716: Healthy Term Newborn as one of their additional electronic clinical quality measures (eCQMs) for meaningful use. The measure steward is making substantial changes to this measure and is working with NQF on endorsement of the revised measure. CMS will review the changes to this measure and assess its feasibility for future implementation.

      As per 2014 Logic
      Healthy Term Newborn- NQF 0716- for the Initial Patient Population cannot be run with first statement: "Occurrence A of encounter, Performed: Encounter Inpatient" starts during "procedure, Perfomed: Arterial or Umbilical Venous Catheter Group". The baby has to be born to have a catheter inserted, and this is basically saying they can become an inpatient during a post birth procedure.

      Its still having the same issue as April 2014 EH measure

      starts during "Procedure, Performed: Arterial or Umbilical Venous Cath Group"
      (reason: Birth)
      Do we need to refer the entire IPP as per 2013 version
