You are only responsible for reporting those attributes that are needed for evaluating the MU-2 measures. Given that no measures use "patient preference" or "provider preference", there is no need for you to report them.

Negation rationale is used by some 2015 measures. You listed Tables 6 and 7, which correspond to Diagnosis and Device. No 2015 measures use negation rationale with any Diagnosis data types, but there are some measures that use it with "Device, Applied" and "Device, Order". Unfortunately, QRDA Cat 1 doesn't allow negation rationale to be reported on "Device Order" (see QRDA-176). This issue is currently being investigated and will be addressed in the HL7 CQI Work Group.

As noted above, however, the answer to your primary question is that you only need to submit data that is specifically required by the measure (for execution or stratification). Not every attribute in the QDM is used in 2015 measures, therefore not every attribute is required to be reported.

See QDM-109 and QRDA-176 to follow the ongoing issue of expressing "device" and "encounter" negation rationale.

    • We are unclear about the attributes required to pass certification.

Are these attributes (that are not in the specifications) required to be in the data that is submitted to CMS?
Are these attributes (that are not in the specifications) required to pass EHR certification for the measure?
