CMS 156v4 contains an extraneous 9th stratification

    • Can cause issues with automated compilers that attempt to turn the XML version of the measure specification into EHR code.

      CMS 156v4 should have 8 strata in the XML version of the measure specification since there are 2 populations and each are stratified by the normal 4 stratifierCriteria tags (ethnicity, sex, payer and race). There is an extra 9th stratification in the XML version of the specification that has an empty precondition tag (see attached screenshot).
