      The logic change from ‘<=11 months’ to ‘<=10 months’ for the Initial Population is intentional.

      By using ‘<=10 months’ in the measure logic, we ensure that patients who are diagnosed with alcohol and drug dependence after 11/30 of the measurement year do not make it into the initial population.

      Example calculations per the CMS Blueprint v11, pages 334-335:
      MP state date = 1/1/2012 and Visit date = 11/30/2012:
      Duration = (year(date 2) – year(date 1))*12 + (month (date 2) – (month date 1))
      (2012-2012)*12 + (11-1) = 10 months

      Our developers would like clarification on the following information for 2015:

      Regarding E HR measure CMS137v3, from 2015 specification, one of criteria for the initial patient population states ‘ AND: FIRST: "Occurrence A of Diagnosis, Active: Alcohol and Drug Dependence" <= 10 month(s) starts after start of "Measurement Period"

      However, for 2014 E HR specs it stated as ‘ AND: FIRST: "Occurrence A of Diagnosis, Active: Alcohol and Drug Dependence" <= 11 month(s) starts after start of "Measurement Period" ‘

      On ‘eCQM_LogicGuidance_v19_July2014’, there is no clear logic change for the number of month.

      Can you please clarify that this is not typo or should be 10 months?
