QUESTIONS from NetGen quality measures developers:
1. Measures with more than one Occurrences such as Occurrence A and B encounters in the Initial Patient Population and/or Denominator criteria; should the same providers see the patient for both qualifying Occurrence A and B encounters? Or can any provider see the patient for Occurrence A and B encounters? Example, if provider A sees the patient on Occurrence A and then provider B sees the patients on Occurrence B, will this meet Initial Patient Population and/or Denominator?
2. Measures that state “>=2 counts of encounters” in the Initial Patient Population and/or Denominator criteria; can provider A see the patient for the first qualifying encounter and then provider B see the patient on the second qualifying encounter? or should it be the same providers that must see the patients during 2 or more qualifying encounters?
3. Measures with more than one Occurrences such as Occurrence A and B encounters in the Numerator criteria; should the same provider perform the quality action for both Occurrence A and B encounters or can provider A perform the quality action during Occurrence A and provider B perform the quality action on occurrence B?
