      Great question, yes the HOLD in Medication, Administered not done: Hospital Measures - Hold" is for a patient who has an order for, in this case, aspirin or a statin medication that has been placed on 'hold" during the hospital stay. For example, 'Hold all PO medications' would count if the medication was ordered at the time of the notation or having a documented plan to initiate/restart and a reason for the delay is noted, constitutes a clearly implied reason for not prescribing at discharge (i.e. 'liver enzymes high, plan to start as outpatient", add statin if myalgias resolve").

      What is the intended meaning of "Hold" in the criterion: OR: “Medication, Administered not done: Hospital Measures-Hold” for “Hospital Measures-Aspirin RxNorm Value Set” during “Occurrence A of Encounter, Performed: Hospital Measures-Encounter Inpatient". Is this for a patient who was ordered a medication while in the hospital and then not given it for some reason; or is this for a patient who was on the medication at home and where it was discontinued on admission; or some other meaning.
