      The <measure-strata-num> field is to indicate when a measure has more than one performance rate to submit. There is a small subset of the 2014 PQRS measures that require multiple performance rates to be submitted and are outlined in the measure specification. Many of the measures only require one performance rate to be submitted and for those cases, the <measure-strata-num> should be '1'.

      There is a requirement in the PQRS 2014 specification which talks about <measure-strata-num> as one of the data elements to be present in the XML file for submission. It talks about the sub-stratum number defined in the measure specification. None of the PQRS 2014 measures we are using has any reference to this field in the measure specs. What would be the value that gets displayed in this case? Currently we have defaulted it to ‘1’ as defined in the Registry Reporting XML specification requirements
