The intent of this measure is to cover the flu season. meaning in 2014 reporting we need to cover roughly Oct 1st 2013 to March 31st 2014... Same as in 2015 reporting we need to report on roughly Oct 1st 2014 to March 31st 2015...
We have client who is attesting 2014 for a calendar quarter - Oct 1st to Dec 31st 2014 for MU2 Year 1.
If we follow the day logic, we need to report roughly July 1st 2014 to December 2014. which has two problem - July - Sep 2014 is not in flu season and Oct - Dec 2014 needs and will be reported in 2015 when they do full year.
We are looking for guidance here as to what our client has to do:
1. This measure is unrealistic to report in quarter reporting period
2. Report follow the day logic
3. Report follow the intent and report using Oct 1 2013 to March 31 2014.
