Clarification needed on CMS 122v2 Denominator Exclusions

      This exclusion is looking for an active diagnosis of Gestational Diabetes that starts before or during the measurement period and does not end before the measurement. The second diagnosis (3/5/2014 – to sometime in 2014), would meet this criteria and exclude the patient from the measure.

      Please take a look at the denom exclusions for this measure and consider this example-
      Pt had an active dx of Gest Dm:
      Start Date: Feb 1, 2010
      End Date: Nov 2, 2010

      Then again, same pt has an active dx of Gest Dm:
      Start Date: March 5, 2014
      End Date: sometime in 2014

      Here's the question-
      1. Because this pt has a record on file with an end date of Nov 2, 2010.
      Should this patient NOT be considered for the denominator criteria-
      "Denominator Exclusions =◦AND NOT: "Occurrence A of Diagnosis, Active: Gestational Diabetes" ends before start of "Measurement Period"
