There are three measures where a numerator of zero is the preferred outcome, for those measures is a file with a denominator greater than one and a numerator of zero acceptable:

      You never resolved this issue. You reported that CMS is developing an FAQ. Does anyone know the answer to this. If CMS is developing an FAQ then CMS knows the answer. Please reveal the answer. I can't find this issue on the CMS FAQ site.
