      You should consider the stratifications as part of measure development. We stratified the measure ages for two main reasons: 1) to distinguish between the child and adolescent populations, and 2) for organizations to get a better picture of which age group had the most assessments (BMI, counseling) so the organization could target quality improvement activities.
