      The start and end time of encounter are defined as administrative time or record time in EHR, not time stamps for patient location (arrival and departure). If a patient is leaving ED and admitted to inpatient, then the ED encounter should be closed in EHR before the inpatient encounter starts. It is acceptable for patient still staying in ED after inpatient encounter is started but the ED departure time is captured separately and not same as the ED encounter end time. Similarly the patient arrival time to inpatient encounter should be captured separately and not same as arrival time to inpatient setting.

      We have an question interpreting the start time of the Inpatient Encounter in :-
      "Occurrence A of Encounter, Performed: Emergency Department Visit" <= 1 hour(s) ends before start of "Occurrence A of Encounter, Performed: Encounter Inpatient"

      For ED throughput measures, hospitals may admit patients to IP status while the patient is still in the ED waiting for a bed. What would be considered the start time of the encounter inpatient and how is this defined? Is it synonymous with the IP Registration or the time when the patient is physically admitted to an IP setting?
