      Please use the IPP statement in the measure specifications:
      Children age 3 months to 18 years who had an outpatient or emergency department (ED) visit with a diagnosis of upper respiratory infection (URI) during the measurement period

      The measure description from the CMS website states:

      Exclusions: N/A

      The denominator states outpatient visit with only a diagnosis of nonspecific upper respiratory infection.

      In my mind, that means if there are multiple diagnoses, the visit is not included in the CQM at all. Why is the patient with multiple diagnoses shown as an exclusion?
