      Thank you for your question. The measure logic is not displaying correctly following the 2014 Annual Update posting. For correct calculation, please refer to CMS185v2 eSpecifications published for the 2013 Annual Update and access the 2014 version of the eCQM value sets in the VSAC.

      Please note: CMS suggests eligible hospitals participating in the Medicare & Medicaid EHR Incentive Programs not select NQF 0176: Healthy Term Newborn as one of their electronic clinical quality measures (eCQMs) for meaningful use. The measure will no longer be maintained since the measure steward has submitted a substantially changed measure to NQF for endorsement

      Logic for Healthy Term Newborn- NQF 0716- for the Initial Patient Population cannot be run with first statement: "Occurrence A of encounter, Performed: Encounter Inpatient" starts during "procedure, Perfomed: Arterial or Umbilical Venous Catheter Group". The baby has to be born to have a catheter inserted, and this is basically saying they can become an inpatient during a post birth procedure. Does this first statement even belong as part of the Initial Patient Population Criteria?
