Thank you for your questions. The following information is provided in the Guidance metadata for STK-2, STK-3, STK-4, STK-5, STK-6, STK-8 and STK-10:

The “Non-elective Inpatient Encounter” value set intends to capture all non-scheduled hospitalizations. This value set is a subset of the “Inpatient encounter” value set, excluding concepts that specifically refer to elective hospital admissions. Non-elective admissions include emergency, urgent and unplanned admissions, including patients admitted for observation.

As a denominator exclusion, “Patients admitted for elective carotid intervention” is no longer implicitly modeled in the logic due to only including non-elective hospitalizations.

In regarding to the Stroke measures, we understand that we are not looking at elective carotid interventions any longer. However, are we excluding all elective inpatients?
