QRDA Cat I Files Rejected Due to Valid RxNorm Codes Not Allowed By CONF:7412

      I realize similar issues (CQM-636) have been submitted regarding CONF:7412 "manufacturedMaterial SHALL contain exactly one code, which SHALL be selected from ValueSet Medication Clinical Drug 2.16.840.1.113883.3.88.12.80.17" but I cannot find any clear guidance for submitting QRDA Cat I data.

      The issue in brief is that RxNorm values included on relevant CQM value sets are being rejected due to the C-CDA vocabulary restriction. These medications are relevant to the CQM outcome calculation but the test submissions are being rejected on Quality Net.

      Example: Dabigatran Etexilate 150 MG Oral Capsule (RxNorm 1037045) is valid on the following value sets:

      2.16.840.1.113883.3.117.1.7.1.200 Anticoagulant Therapy
      2.16.840.1.113883.3.117.1.7.1.201 Antithrombotic Therapy
      2.16.840.1.113883.3.117.1.7.1.202 Atrial Fibrillation/Flutter
      2.16.840.1.113883.3.117.1.7.1.266 Parenteral Anticoagulant

      These value sets are considered in the following eCQMs: 0371, 0372, 0373, 0435, 0436, 0438

      However, a test submission file through QualityNet was rejected with the following error on this medication data element:

      ERROR: This manufacturedMaterial SHALL contain exactly one code, which SHALL be selected from ValueSet Medication Clinical Drug Name Value Set 2.16.840.1.113883.3.88.12.80.17 DYNAMIC (CONF:7412).

      Furthermore, value set 2.16.840.1.113883.3.88.12.80.17 is not available via the Value Set Authority Center where we are supposed to obtain value sets.

      Please advise.
