All the HQMF files in the Stage 2 MU program and all the updates from 2012 through 2014 are published using the standard HQMF Revision 1, which was implemented in the Measure Authoring Tool during that time. Revision 2 will not be available until 2015 for MAT users. The Revision 1 spec is available here: http://www.hl7.org/documentcenter/public/standards/dstu/V3_HQMF_R1_DSTU_2010MAR.zip

    • I have not been able to find any specification of the HQMF format actually used by the USHIK HQMF files, which makes it harder to determine how to parse them.

The HQMF files available from USHIK, e.g. Stroke2 ( with id 40280381-446b-b8c2-0144-9e6e127929e3) are not actually in HQMF R2.0 (or R1) format.

Specifically, while they resemble R2 more than R1, they lack the specialized element names required of R2 (such as initialPopulationCriteria, measureDescriptionSection, allTrue), and instead have elements from CDA (such as conjunctionCode, sourceOf and observation).
